Restoring Obama-era environmental rules will take time

Over the previous four years, the Trump administration weakened or rolled back more than 100 rules and regulations on air, water, public lands, endangered species, and climate change.  The Biden administration has vowed to review these changes and restore the environmental protections that were removed or weakened.

The process of restoring environmental protections generally fall into a few broad categories.  Some changes can happen by executive order.  The President can cancel individual fossil fuel infrastructure projects or reinstate federal protection of specific places.  On his first day in office, President Biden rescinded the construction permit for the Keystone XL pipeline.

The President is also expected to restore federal protection to the Bears Ears and Grand Staircase-Escalante national monuments in Utah, which the Trump administration opened up to mining, logging, and drilling.

However, it could take two years or more to restore Obama-era climate change regulations including limits on emissions, rules on industrial emissions of toxic pollutants such as mercury, and protections on wetlands and waterways.

Reinstating comprehensive regulations on air, water, and climate pollution will take years because the Trump administration, rather than eliminating rules entirely, often replaced them with weaker regulations.  Replacing the weak regulations cannot just happen by executive order.  The process involves scientific and economic analysis, and that takes time.

After four years of shrinking budget and shrinking staff, the Environmental Protection Agency has a lot of catching up to do and will need to prioritize its actions in order to deal with the most damaging consequences of the previous administration.

Restoring Coastal Ecosystems | Earth Wise

Developing hardier corals for endangered reefs that resist the effects of climate change

Research published by CSIRO, Australia’s national science agency, examined the positive effects of restoration efforts for coastal ecosystems in terms of biodiversity, local economies, and human wellbeing.

Coastal ecosystems include saltmarshes, mangroves, seagrasses, oyster reefs, kelp beds, and coral reefs.  All of these have suffered declines of up to 85% over recent decades.  The research identified a number of successful coastal and marine restoration projects in recent years that indicate the likelihood that such efforts could be expanded by as much as a factor of ten to support human health and wellbeing, boost the adaptation response to climate change, and generate jobs. 

Some of the successful efforts identified included projects in the Great Barrier Reef to harvest coral larvae to boost large-scale coral restoration efforts.   Simple changes to how saltmarshes are planted have resulted in doubled survivorship and biomass.  In the U.S., the propagation of seagrass seeds has resulted in seagrass meadows recovering in areas where they had been lost decades ago.  In Indonesia, recovery of reefs impacted by blast fishing has been achieved by placing rocks or other hard structures underwater to help with coral colonization.

Investing in coral restoration creates jobs and can be used as a strategy to boost economic recovery and coastal marine health.  Restoration of marine habitats like kelp forests and oyster reefs has improved commercial and recreational fishing.

The United Nations has recognized the importance of coastal restoration and has declared the Decade on Ecosystem Restoration to start from 2021.

Restoring Seagrass In Virginia | Earth Wise

Restoring seagrass in Virginia

Seagrass is found in shallow waters in many parts of the world.  They are plants with roots, stems, and leaves, and produce flowers and seeds.  They can form dense underwater meadows that constitute some of the most productive ecosystems in the world.  Seagrasses provide shelter and food to a diverse community of animals including tiny invertebrates, fish, crabs, turtles, marine mammals and birds.

In the late 1920s, a pathogen began killing seagrasses off the coast of Virginia.  In 1933, a hurricane finished them off completely.  For nearly 70 years thereafter, the bay bottoms of the Virginia coast were muddy and barren, essentially devoid of fish, shellfish, mollusks and other creatures that inhabit seagrass meadows.  The local scallop industry was no more.

The largest seagrass restoration project ever attempted has changed all that.  During the past 21 years, scientists and volunteers have spread more than 70 million eelgrass seeds within four previously barren seaside lagoons.  This has spurred a natural propagation of meadows that have so for grown to almost 9,000 acres, the largest eelgrass habitat between North Carolina and Long Island Sound.

The long-term research conducted by the team from the University of Virginia shows that the success of the seagrass restoration project is improving water quality, substantially increasing the abundance of fish and shellfish in the bays, and capturing carbon from the water and atmosphere and storing it in the extensive root systems of the grasses and in the sediment below. 

The study shows that marine restorations are possible on scales that contribute directly to human well-being.

Do Forests Grow Better With Our Help? | Earth Wise

Tree planting has become a worldwide cause.  International calls to plant a trillion trees to combat climate change have led to multiple initiatives by countries around the world.  Even the current U.S. administration, with support from businesses and nonprofits has promised to plant over 800 million trees across an estimated 2.8 million acres.  Planting trees is widely seen to be a vital nature-based solution to climate change; a way of moderating its effects as the world works to reduce carbon emissions.  However, recent studies have created some pushback from that view.

The new studies are not opposed to trees.  What they have revealed is that allowing forests to grow back naturally is a better strategy than planting trees.  The new data has shown that, among other things, estimates of the rate of carbon accumulation by natural forest regrowth have on average been 32% too low and, for tropical forests, have been 53% too low.

A new study published in Nature identified 1.67 billion acres that could be set aside to allow trees to regrow.  It excludes land under cultivation or built on, along with various existing valuable ecosystems. 

Natural regrowth allows nature to select which tree species take hold and turns out to happen quite rapidly and in a widespread manner.  The great thing about natural restoration of forests is that it often requires nothing more than human inaction.  Because it requires no policy initiatives, investments, or oversight, data on its extent is rather scarce.  But the data we have reveals that wherever forests have been allowed to recover on their own, it appears to happen rapidly and with great success.

Restoring Tropical Forests | Earth Wise

Tropical forests store more than half of the world’s above-ground carbon.  For this reason, deforestation is one of the greatest threats to global climate regulation.   Once forests are degraded through partial clearing and agricultural conversion, they are often perceived as no longer having much ecological value even though degraded forests still provide important ecosystem services despite no longer storing as much carbon.

As a result, once forests have been degraded, they tend to be seen as prime candidates for full conversion to agricultural plantations.   But this is not actually the case.

An international team of scientists, including researchers from Arizona State University’s Center for Global Discovery and Conservation Science, has provided the first long-term comparison of above-ground carbon recovery rates between naturally regenerating and actively restored forests in Southeast Asia.

First of all, the research shows that allowing forests to regenerate naturally results in significant amounts of restored above-ground carbon storage.  It is definitely worthwhile to allow forests to recover rather than giving up on them and putting the land to other uses.

But more importantly, the researchers found that forest areas that undergo active restoration recover their carbon-storing ability 50% faster than naturally recovering forests.

Restoration methods include planting native tree species and thinning vegetation around saplings to improve their chances of survival.   

These findings suggest that restoring tropical forests is a viable and highly scalable solution to regaining lost carbon stocks on land.  What is needed is sufficient incentive to engage in active forest restoration.  The current price of carbon is not sufficient to pay for restoration, but as the climate crisis intensifies, this is likely to change.

Recovering Marine Life By 2050 | Earth Wise

Marine life has faced challenges for a long time.   There have been centuries of overfishing in many places and pollution of various types has been especially harmful in recent decades.   But despite all of this, a new scientific review published in the journal Nature contends that marine life in the world’s oceans could be fully restored in as little as 30 years provided that aggressive conservation policies are adopted.

The research spotlights the strong resiliency of ocean animals and cites the successful recovery of a number of marine species, including humpback whales.

The study indicates that nations around the world must agree to designate 20 to 30 percent of the oceans as marine protected areas, institute sustainable fishing guidelines, and regulate pollution.  These measures would not come cheaply.  The estimated cost would be around $20 billion a year. 

However, the report also estimates that the economic return on this investment would be tenfold and would create millions of new jobs.  Rebuilding fish stocks and maintaining sustainable fishing policies could increase global profits of the seafood industry by over $50 billion a year.  Conserving coastal wetlands could save the insurance industry more than $50 billion a year as well by reducing storm damage.

A major sticking point, however, is climate change.  Climate change is increasing ocean temperatures and driving acidification.  Unless these changes are brought under control, the restoration of marine life is not going to be successful.  We have reached the point where it is within our power to choose between a future with a resilient and vibrant ocean or an irreversibly disrupted ocean.  Whether we embrace that challenge remains to be seen.

Conservation In Vermont | Earth Wise

In recent times, Vermont and neighboring states have been losing forest land to development at a rate of almost 1,500 acres per year.  With forest fragmentation gaining ground across New England, conserving land for future generations of people, wildlife, and plants has become both increasingly important and increasingly difficult.

According to a new study published by researchers at the University of Vermont, the state has already protected a third of the highest priority targeted lands needed to protect and connect valuable wildlife habitats and corridors.  The protected lands amount to 1.3 million acres.

Most of the currently conserved lands are forested.  However, there are high-priority targeted surface water and riparian areas – ponds, rivers, shorelines, and wetlands – and not nearly enough of these have been protected.  (Many animals require zones along waterways in which to travel between the habitats they need to survive).

The state of Vermont and a number of partners have laid out a comprehensive and thoughtful vision that would ensure that Vermont remains a good place for all forms of life in the future.  The new study provides a crucial benchmark of current levels of forest protection to help prioritize future conservation actions. 

Three groups dominate in responsibility for the state’s protected lands:  the federal government, the state government, and private non-profit organizations.  (Each of these account for roughly a third of existing protected lands).

Going forward, Vermont’s nonprofits will play an increasingly important role in land conservation, especially in continuing to protect those areas that are rich with species diversity.  Nonprofits are engaging more and more deeply in restoring wetlands that were previously degraded, planting new forests along river shores, and protecting unique natural communities while also protecting working forests and farmland.

The Value Of Abandoned Agricultural Lands | Earth Wise

Abandoned Agricultural Lands Could Help Save the Planet

It is perhaps surprising to learn that more land is now being abandoned by farming than converted to it. In fact, abandonment of rural lands has become one of the most dramatic planet-wide changes of the modern era, affecting millions of square miles of land.

In part, it is due to rural flight driven by the economic, social, and educational appeal of cities.  It is also a result of climate change and the globalization of the food supply chain.  The global footprint of agriculture has been decreasing over the past twenty years but the global food supply isn’t shrinking.  The lost land has generally been marginal and farming elsewhere has become more productive.

Many researchers see abandoned agricultural lands as a huge opportunity for ecological restoration and strengthening of biodiversity.   Others see these lands as an opportunity for a massive program to plant trees to reduce carbon dioxide in the atmosphere.  A recent study published in Science estimated that planting trees on abandoned agricultural lands could remove 25% of the carbon dioxide humans have added to the atmosphere.

There are strong criticisms to all of these ideas.  In most cases, the studies don’t incorporate the social context of why these lands are in transition, the potential effects on local populations, whether the lands are publicly or privately owned, and whether lands now suitable for regeneration will remain so as climate change advances.

Current government initiatives on degraded lands typically lack even rudimentary planning.  There are real opportunities presented by the vast amounts of abandoned agricultural lands, but there are many caveats and many issues to confront.  As a society, we have barely begun to even think about what to do.

Removing Dams Restores Ecosystems

In many parts of the country, dams that sometimes date back as much as 100 years are being removed and are giving way to the revival of migratory fish and their river ecosystems.  Since 1912, more than 1,600 dams have been removed in the U.S., but the pace of dam removal has greatly picked up in recent years.  2017 and 2018 were the highest years ever with 91 and 99 dams removed, respectively.

When dams are removed, the response from migratory fish can be almost immediate.  A large dam removal project on the Penobscot River in Maine in 2012 opened up 1,000 miles of habitat with a quick return of shad and alewives, followed by salmon.

In 2022, four large dams across the Klamath River will be removed.  The dams, which are located at the California and Oregon border, were facing an expensive re-licensing process and, because of their age, could no longer be run at a profit.

Re-licensing the dams along the Klamath was going to cost as much as $400 million.  On the other hand, uncapping the Klamath River has tremendous commercial and tourism potential.  Two states, tribal nations, and other stakeholders have all seen the virtues of restoring the landscape to its original form.

Opposition to dam removal is typically driven by aesthetics or recreational preferences.  But dam economics are getting increasingly worse.  Now that electricity can be produced far more cheaply with wind and solar power, many American dams have become artifacts of an older manufacturing era.  Meanwhile, rural towns near decommissioned dams are likely to now have more robust fishing industries.

In rivers big and small, migratory fish and river ecosystems surge back to life as old energy structures are taken down.

Deforestation is one of the largest contributors to climate change.  Forests cover about 30% of the world’s land area and are a crucial sink for carbon dioxide.   Over time, we have been steadily reducing the amount of forest in the world to obtain wood and timber, open up farmland, build towns and cities, produce paper, make palm oil, and mine for minerals.

Hopeful Climate Trends

Restoring An Urban River

A Giant Dam Removal Project

In early April, the U.S. Government, the states of Oregon and California, and the utility Pacificorp signed an agreement that will lead to the removal of four dams on the Klamath River by 2020, amounting to one of the largest river restoration efforts ever undertaken in the United States.
