California Offshore Wind Auction | Earth Wise

In December, the Bureau of Ocean Energy Management held the first auction for offshore wind energy leases on the West Coast.  The BOEM lease sale offered five lease areas covering 373,268 acres off the central and northern California coast.  The leased areas have the potential to produce over 4.6 gigawatts of wind energy, which is enough to power 1.5 million homes.

The auction drew competitive bids from five companies totaling over $750 million.  The winning bidders were RWE Offshore Wind Holdings, California North Floating, Equinor Wind, Central California Offshore Wind, and Invenergy California Offshore. 

RWE is a German company with subsidiaries across the globe.  California North Floating is an affiliate of the Danish developer Copenhagen Infrastructure Partners.  Equinor Wind is a Norwegian company already heavily involved in offshore wind projects on the East Coast.  Central California Offshore Wind is managed by a joint venture between Spanish and French energy companies.   Invenergy is a privately held global developer and operator of renewable energy headquartered in Chicago.

The bidders will receive credits for participating in programs that support work force training programs for the floating offshore wind industry and/or the development of a US domestic supply chain for that industry. 

Offshore wind off the Pacific coast has enormous potential for enhancing the country’s energy future but represents a significant challenge because the deep ocean floors necessitate the use of floating wind technology as opposed to turbines that are affixed to the sea floor.

Offshore Wind For New York | Earth Wise

Offshore wind power expanding in New York State

In mid-January, the New York State Energy Research and Development Authority announced that it had finalized contracts with BP and Equinor for the Empire Wind 2 and Beacon Wind offshore wind farms.

The agreements brought to fruition contracts that were awarded in January of 2021 and represent one of the largest clean energy procurements ever in the United States.

Under the finalized contracts, Equinor and BP will provide 1,260 megawatts of offshore wind power from Empire Wind 2 and another 1,230 megawatts from Beacon Wind 1.  Once completed, Empire Wind 1, Empire Wind 2, and Beacon Wind 1 will produce enough electricity to power about 2 million New York homes.

As part of the project, there will be substantial investments in New York infrastructure.  The South Brooklyn Marine Terminal will be transformed into a major staging and assembly facility for the offshore wind industry and will be an operations and maintenance base for the project.   (The project will also invest in the Port of Albany, making it America’s first offshore wind tower and transition piece manufacturing facility).

Empire Wind is located 15-30 miles southeast of Long Island and spans an area of 80,000 acres.  Its two phases will eventually have an installed capacity of more than 2,000 megawatts.

Beacon Wind is located more than 60 miles east of Montauk Point and 20 miles south of Nantucket.  It covers an area of 128,000 acres.  Its two phases will ultimately also have a total capacity of more than 2,000 megawatts.

The wind farms will help generate more than a billion dollars in economic output to New York State.  Empire Wind 1 is expected to begin commercial operation in 2026 and the other wind farms over the following couple of years.

Wind Farms Slowing Each Other Down | Earth Wise

Wind farms placed too closely together slow one another down

Offshore wind is booming in Europe.  The expansion of wind energy in the German Bight and Baltic Sea has been especially dramatic.  At this point, there are about 8 gigawatts of wind turbines in German waters, the equivalent of about 8 nuclear power plants.  But space in this region is limited so that wind farms are sometimes built very close to one another.

A team of researchers from the Helmholtz Center Hereon, a major German research institute, has found that wind speeds downstream from large windfarms are significantly slowed down.  In a study published in the journal Nature Scientific Reports, they found that this braking effect can result in astonishingly large-scale lowering of wind speeds.

On average, the regions of lowered wind can extend 20-30 miles and, under certain weather conditions, can even extend up to 60 miles.  As a result, the output of a neighboring wind farm located within this distance can be reduced by 20 to 25 percent.

These wake effects are weather dependent.  During stable weather conditions, which are typically the case in the spring in German waters, the effects can be especially large.  During stormy times, such as in November and December, the atmosphere is so mixed that the wind farm wake effects are relatively small.

Based on their modeling, it is clear that if wind farms are planned to be located close together, these wake effects need to be taken into account.  The researchers next want to investigate the effects that reduced wind speeds have on life in the sea.  Ocean winds affect salt and oxygen content, temperatures, and nutrients in the water.  It is important to find out how reduced winds might affect marine ecosystems.

A Solar Power Boom In Texas | Earth Wise

Texas is becoming a leader in renewable energy

Texas has been a leader in wind energy for a number of years.  In 2020, wind made up 23% of the state’s generating capacity and provided 20% of in-state generation.  But although wind capacity in Texas has grown rapidly in recent years, solar power is expected to make up the largest share of the state’s capacity additions over the next two years.

Texas plans to add 4.6 gigawatts of utility-scale solar power this year and 5.4 gigawatts in 2022.  This will give the state a total capacity of 15 gigawatts, which will nearly catch up to California, the state with the most large-scale solar power.  California already has 16 gigawatts of installed solar capacity and plans to add about two more over the next two years.

The planned capacity for Texas will provide enough power for roughly 5 million homes, taking into account the intermittency of solar energy.  Much of the new solar capacity will be in the Permian Basin in West Texas, which is a particularly sunny place.  Because solar generation is greatest in the middle of the day, when wind generation is typically lower, the transmission line infrastructure already in place for the wind power will be adequate for the new solar installations.

The boom in solar power in Texas is driven in part by the federal solar Investment Tax Credit that is available to project developers as well as by the ever-lower cost of solar technology. 

One-third of the utility-scale solar capacity planned to come online in the U.S. in the next two years will be in Texas.  Currently, utility-scale solar only makes up 4% of electrical generating capacity in Texas, but that is clearly changing.

A Green Light For Commercial-Scale Offshore Wind | Earth Wise

Offshore wind era in United States begins

The Biden administration has given final approval to a project it hopes will usher in a new era of wind energy in the United States.  The greenlight was announced by the Department of the Interior on May 11.

The Vineyard Wind project intends to install up to 84 huge wind turbines about 12 nautical miles off the cost of Martha’s Vineyard, Massachusetts.  In total, Vineyard Wind could generate 800 megawatts of electricity, enough to power about 400,000 homes.  The construction project will create about 3,600 jobs.  The $2.8 billion project is a joint venture of the energy firms Avangrid Renewables and Copenhagen Infrastructure Partners.

The idea of a wind farm off the Massachusetts coast was conceived 20 years ago but ran into repeated setbacks, delays, and well-funded opposition from waterfront property owners concerned about what will ultimately be the barely discernable sight of tiny blips on the distant horizon.  The Trump administration moved to cancel the permitting process for Vineyard Wind, but the Biden administration revived the project in March as part of its greater efforts to tackle climate change.

Electricity generated by Vineyard Wind will travel via cables buried six feet below the ocean floor to Cape Cod, where they will connect to a substation and feed into the New England grid.  The project is expected to begin delivering wind-powered electricity in 2023.

The Biden administration says that it intends to fast-track permits for other wind projects off the Atlantic Coast and that it will offer $3 billion in federal loan guarantees for offshore wind projects and invest in upgrades to ports across the United States to support wind turbine construction.

New Jersey And Offshore Wind | Earth Wise

New Jersey commits to offshore wind

New Jersey intends to become a major hub for offshore wind in the United States.  The state recently announced a plan to build a 30-acre port along the Delaware River for assembling and deploying wind turbines, as well as an additional 25 acres for manufacturing facilities.   The new port is expected to cost as much as $400 million and create 1,500 jobs in southern New Jersey.

The port will be located on an artificial island that was built by the U.S. Army Corps of Engineers early in the 20th century.  The island is already home to three nuclear reactors.  No bridges exist between the island and the Atlantic Ocean, so turbines that are built at the staging facility could be hoisted upright and towed out to sea without obstruction.  Some components are as tall as 500 feet and when fully constructed on the ocean, the turbines selected for New Jersey’s first offshore wind project will be more than 850 feet tall.

A second phase of the program would add over 150 acres to accommodate extensive manufacturing facilities for turbine components like blades and nacelles.

Construction on the port is expected to start next year.  New Jersey has pledged to produce 7,500 megawatts of offshore wind energy by 2035 and to generate 100% of its electricity from renewables by 2050.  Apart from deploying offshore wind, New Jersey wants to have a significant piece of the supply chain for what is likely to be a growing industry along the northeast coast.  The state views offshore wind as a once-in-a-generation opportunity to not only protect the environment but also greatly expand its economy in a way that has immediate impacts and long-term growth.

Wind Power Overtakes Hydroelectric Power | Earth Wise

In 2019, the amount of electricity generated by wind power surpassed hydroelectric power for the first time, making wind the largest renewable source of electricity generation in the country.

Total wind generation in 2019 was 300 million MWh, which was 26 million MWh more than was produced by hydroelectric plants.

Hydroelectric generation has fluctuated between 250 and 320 million MWh over the past decade.  The capacity base has been stable, so the fluctuations were a result of variable annual precipitation.   Hydroelectric generation is generally greatest in the spring when rain and melting snow pack increase water runoff.

The growth in wind power is primarily a result of increasing capacity rather than any major fluctuations in wind caused by changing weather.  The U.S. added about 10 GW of wind capacity in 2019, making it the second largest year for capacity additions ever, second only to 2012.

Wind energy is an intermittent source, meaning that it isn’t windy all the time.  The average annual capacity factor for the U.S. wind fleet over the past decade has been 28 to 35%, meaning that is the amount of energy actually produced compared with the systems running at continuous full power all the time.  By comparison, the U.S. hydroelectric fleet operated at 35 to 43% of capacity during that period.  So, wind power is actually not that much less a steady source than hydroelectric power.

According to the U.S. Energy Information Administration, the government’s production tax credit, which was extended through this year, means that wind power capacity in the U.S. will continue to grow at a robust pace.  Meanwhile, some dams are being decommissioned and there is little new construction in the hydropower sector.

Solar And Wind Energy And Groundwater

The use of both solar and wind farms has been expanding all over the country as a way of lowering carbon emissions from the electric power sector.   According to a new study led by Princeton University, these renewable energy sources have another important benefit:  they keep more water in the ground.

The study focused on drought-prone California where both solar and wind power have been expanding dramatically.  California is the largest agricultural producer in the United States and has also experienced one of the most severe droughts on record between 2012 and 2017.

The study determined that increased solar and wind energy can reduce the reliance on hydropower, especially during times of drought. 

The study looked at multiple scenarios in order to determine how much solar and wind energy should be used to maximize economic revenue and to see how solar and wind power could ensure groundwater recovery.  They created a framework to quantify the optimal pathways for maximizing hydroelectricity and agricultural income while avoiding groundwater depletion.

During the long drought, California’s agriculture industry relied heavily on tapping into groundwater stores, which is an unsustainable practice.  With more droughts likely to occur in California as well as increasing water demand from the growing California population, the burden on the state’s groundwater supply will only grow.

According to the researchers, it is far more practical to impose further regulations on groundwater use if sufficient solar and wind power is deployed.   They caution that these resources need to be deployed long before groundwater aquifers are depleted, or it will be too late for them to do any good.

A Big Wind Farm for New York

The Board of Trustees of the Long Island Power Authority has voted to approve the nation’s largest offshore wind farm, which is also the first offshore wind farm in New York.  The South Fork Wind Farm, located 30 miles southeast of Montauk, New York, will be a 90 megawatt facility that will provide enough electricity to power 50,000 Long Island homes and help meet increasing electricity demand on the South Fork of Long Island.

Offshore Wind In Europe

The U.S. has just turned on its first offshore wind farm off the coast of Rhode Island.  In the meantime, offshore wind continues to grow by leaps and bounds in Europe.   Wind energy in the European Union accounts for 12% of its electricity supply.  Until 2011, offshore wind comprised only 5-10% of the newly-installed wind energy capacity; now it about one third of the new installations.
