Solar energy on federal land

Officials at the federal Bureau of Land Management announced late in August that they had finalized a plan to add Oregon, Idaho, Montana, Washington, and Wyoming to the Western Solar Plan, which started during the Obama era.   The plan, created in 2012, provides permitting for solar projects on federal land.  The original plan included Arizona, California, Colorado, Nevada, New Mexico, and Utah.

The Western Solar Plan is a major expansion for clean energy production in the Bureau of Land Management’s land leasing portfolio.  For decades, the BLM has leased tens of millions of acres of federal land to fossil fuel companies for oil, coal, and natural gas exploration and production.

The new addition includes 1.1 million acres of land in Oregon, an area larger than the entire state of Rhode Island.  The land selected is deemed to be of low risk for any adverse environmental effects from solar installation, and the plots of land are all within 15 miles of existing or planned electrical transmission lines.  A little over 50% of Oregon’s land is owned by the federal government and is managed primarily by the Bureau of Land Management and the U.S. Forest Service.

The publication of the finalized plan at the end of August initiated a 30-day period for any participants in the initial planning to voice objections.  The governors of the 5 new states are reviewing the plan.  Final approval and adoption are expected later this year.

Western states need to expand solar and other clean energy production to meet their climate goals and federal lands will have to play an important role.

Good owls and bad owls

In the forests of the Pacific Northwest, spotted owls have been the subject of environmental concern for more than 30 years.  Over the past 20 years, northern spotted owl populations have declined by up to 80% as the birds have faced marginalized territories and increasing numbers of wildfires.  Only about 3,000 of them remain on federal lands.  Spotted owls are picky eaters and are not very adaptable.

The barred owl, a larger and more ornery species, has been moving in on spotted owl turf for 50 years, competing for food and space, and out-reproducing them and chasing them out of their nesting spots.

A last-ditch effort to rescue the northern spotted owl from possible extinction has been proposed by the U.S. Fish and Wildlife Service.  The plan would be to eradicate up to half a million barred owls over the next 30 years in Washington, Oregon, and Northern California.  The owls would be dispatched using cheap and efficient methods, such as shotguns.

The concept of killing off vast numbers of barred owls is awful, and nobody likes the idea.  However, other strategies have failed, and time is running out.  The only way to preserve the northern spotted owl is to protect and increase its habitat and have fewer barred owls.

To say that the proposed plan is controversial is a massive understatement.  A coalition of 75 wildlife and animal welfare organizations described it as a “colossally reckless action.”

A central issue in the debate is whether humans are responsible for this situation and should try to rectify it or, despite our desire to protect the spotted owl, we should just let nature take its course.

The Colorado River crisis

The Colorado River serves nearly 40 million people in seven U.S. states and Mexico.  It provides water for 5 million acres of farmland.  Increasing demand from growing populations, damming, diversion, and drought have been draining the Colorado at alarming rates.  This critical resource supports countless economies, communities, and ecologies stretching from the Rocky Mountains to the Gulf of California.  The Colorado River essentially has made the cities of Las Vegas, Los Angeles, Denver, and Phoenix possible.

How the water of the Colorado is distributed is determined by an agreement that is over 100 years old:  the Colorado River Compact.  It was made at a time when people thought there was more water than really was there.  And at the time, no one thought that the seven states would need to use the water they were allocated down to the last drop.

There have been various measures over the years to conserve water from the Colorado River, including the Colorado River Interim Guidelines in 2007.  Those guidelines will expire in 2026 and negotiations are beginning to take place among the many stakeholders scrambling for water rights.  Apart from the seven U.S. states and Mexico, there are 30 tribal nations involved.  Collaborative governance is complicated when it crosses multiple jurisdictions with their own laws and legal precedents.  The goal is to put in place a new agreement to protect the Colorado River.

Rapidly-growing populations in major cities, a 20-year megadrought, and historically low water levels in America’s two largest reservoirs have put enormous pressure on the Colorado River.  Creating a plan to protect the lifeblood of the American West is essential.

A common plant could be a valuable food source

A common plant could boost food security in a hungry world

A new study by researchers at Penn State University has found that a common water plant in the eastern U.S. could be a valuable green fertilizer, a feed for poultry and livestock, and even a life-saving food for people in the event of a catastrophe or disaster.

The plant is the Carolina azolla.  It is sometimes called mosquito fern, fairy moss, or water fern. It is a water plant that grows very rapidly; it can double its biomass in two days.   There are many varieties of azolla, but the Carolina strain is more digestible and nutritious for people than any of the others.

Azolla species have been used across the world for centuries as a livestock feed and as a fertilizer.  They have not been good for human consumption because of high polyphenolic content, which can be 10 times more than that of common food plants.  Polyphenols are abundant compounds in many plants and, in low concentrations, are beneficial antioxidants.  But in high concentrations they act as antinutritional agents.

It turns out that the Carolina azolla – described as having a crisp texture and neutral taste – has a polyphenolic content comparable to many fruits, nuts, and vegetables.  Furthermore, cooking significantly decreases the polyphenolic content in foods.

Carolina azolla has significant nutritional value including high mineral yields and calories,  and moderate protein content.  Whether it is used as a quick-fix in a disaster situation or as part of a long-term resilience plan, the study concludes that Carolina azolla holds excellent potential for use as a fast-growing, short-season crop that requires minimal effort to grow and process and could be used to increase food security in a hungry world.

More renewable energy for New York

More renewable energy coming for New York

In late October, New York announced its largest state investment in renewable energy to date that includes three offshore wind projects, and 22 land-based clean energy projects totaling more than 6 GW of power generation.

The portfolio of projects is expected to create approximately 8,300 jobs and spur $20 billion in economic investments statewide.

The projects support the state’s goal to have 70% of its electricity come from renewable sources by 2030 and to have 9 GW of offshore wind operating by 2035.  The announcement represents the first set of actions taken by the State as part of New York’s 10-Point Action Plan.

The three offshore wind projects include Attentive Energy One, a 1.4 GW project that seeks to retire fossil fuel power generation in New York City.  Community Offshore Wind, a 1.3 GW project will make use of a new grid interconnection in downtown Brooklyn.  Excelsior Wind, another 1.3 GW project, will provide robust energy deliverability to Long Island. 

Apart from the offshore wind projects, there will be 14 new solar projects, six wind upgrading projects, one new wind project, and one return-to-service hydroelectric project.

The average bill impact for customers over the life of the land-based projects is estimated to be approximately 0.31%, or about 32 cents a month for the average customer.  The bill impact for customers utilizing the offshore wind projects is estimated to be about 2.7%, or $2.93 per month.

Renewables In China | Earth Wise

A couple of years ago, China set an ambitious goal for renewable energy capacity – which includes wind, solar, hydroelectric, and nuclear power – for it to exceed fossil fuel capacity by 2025.  According to a recent report by Reuters, China has hit this goal two years ahead of schedule.  Renewables now make up 50.9% of the country’s power capacity.

The rapid growth in renewable capacity has largely been driven by investments in wind and solar megaprojects in the sparsely populated west of the country that export power to the manufacturing centers in the east.  China’s most recent 5-year plan calls for 570 gigawatts of wind and solar power to be installed over that period, which more than doubles its installed capacity.  The plan makes use of what it called “clean energy bases”, which utilize sandy and rocky deserts, other types of barren lands, and wastelands left behind by coal mining.  The largest clean energy bases make use of vast deserts in Inner Mongolia and Gansu.

One cautionary note is that power capacity refers to the maximum amount of electricity that a power plant can produce under ideal conditions.  Thus, for example, it refers to how much electricity a solar farm can generate at noon on a cloudless day.  So, the new figures from China don’t necessarily reveal how much electricity China is actually drawing from renewables.  In reality, China still gets a great deal of its power from coal.

China is the world’s largest emitter of carbon dioxide – more than twice as much as the United States, albeit from nearly 4 times the population.  The rapid growth of renewables is at least moving that country in the right direction.

Water For Arizona | Earth Wise

Arizona looking for creative solutions to solve its water crisis

The Phoenix area is the fastest growing region in the country.  Arizona’s two major sources of water – groundwater and the Colorado River – are dwindling from drought, climate change, and overuse.  Officials in the state are considering a radical plan to construct a desalination plant off the Mexican coast that will take the salt out of seawater, and then pipe that water hundreds of miles, much of it uphill, to Phoenix.

The project is the brainchild of the Israeli company, IDE, which is one of the world’s largest desalination companies.  IDE has asked Arizona to sign a 100-year contract to buy water from the project. 

There are multiple complications surrounding the plan.  Desalination plants are common in California, Texas, and Florida, and in more than 100 other countries.  But the Arizona project is unusual because of the distance involved and because the state is landlocked.  The water would have to travel 200 miles and climb 2,000 feet along the way.

There is also the issue of waste brine, which is a major output of desalination plants.  In this case, the brine would flood the northern Gulf of California, potentially threatening a productive fishery.  In addition, the pipeline, as well as electrical transmission lines, would have to go through the Organ Pipe Cactus National Monument, a UNESCO biosphere reserve.

The plant would be located in Puerto Peñasco, a struggling town with its own water problems.

With booming home construction going on in the Phoenix area, the need for more water continues to grow.  Whether this plan will be approved by Arizona and by Mexico remains to be seen.

New York Is Sinking | Earth Wise

New York City is slowly sinking

The rising seas represent a threat to coastal cities across the globe.  Increasing that threat is the fact that most global cities are slowly sinking as the earth beneath them settles and groundwater is removed.   Another factor that has seldom been considered is that in major metropolises, the weight of large, concrete-and-steel skyscrapers may be hastening the sinking.

A new study by the U.S. Geological Survey published in the journal Earth’s Future estimated the weight of every building in New York City – 1.085 million of them – which they determined to add up to 1.68 trillion pounds – and estimated the downward force of those structures across the city.

The study found that buildings have a greater effect in areas that are rich in clay compared with those areas where sand or bedrock predominate.  The softer the soil, the more compression there is from buildings.  It wasn’t a mistake to build large buildings in New York, but it is important to understand that doing so pushes down the ground more and more.

The study determined that New York is sinking by around 1 to 2 millimeters each year, although some areas are sinking much faster.  The researchers say that cities must plan for future sinking, which will exacerbate the impact of rising seas. Sea levels are rising 1 to 2 millimeter each year, so the subsidence caused by the weight of buildings is equivalent to moving a year ahead in time with regard to rising ocean levels.  This is not a cause for immediate panic, but it is important to understand that this ongoing process only increases the risk of inundation from flooding.

Protecting New York City From Flooding | Earth Wise

Hurricane Sandy flooded Lower Manhattan in October 2012, closing Wall Street, blacking out power for 250,000 people, and killing 44 New Yorkers.  Within a year, plans were in motion to build berms, floodwalls, and water gates along the city’s Lower East Side in a $770 million first phase of an overall plan to defend New York City from future floodwaters.

Plans got more and more complicated, and the price tag reached $1.45 billion before the existing plan was scrapped by former Mayor Bill de Blasio’s administration in 2018 without involving the community groups that were instrumental in creating the original plan.  After years of lawsuits and court actions, the revised East Side Coastal Resiliency Project is finally proceeding, now at a price tag approaching $3 billion. The project will include 18 moveable floodgates and will protect 110,000 New Yorkers, including 28,000 low-income public-housing residents and is expected to be completed in 2026.

The original larger overall plan was halted in 2020 after former President Trump mocked it and claimed that it would cost $200 billion.  The current plan, created by the U.S. Army Corps of Engineers and known as the 3B alternative, calls for a combination of deployable flood barriers, floodwalls, seawalls, and elevated promenades wrapping around the lower part of Manhattan.  The cost of the project is estimated to be $61 billion. 

In the meantime, over 10 years after Sandy, a similar storm would have almost the same effect today as Sandy had back then.

A Geoengineering Research Plan | Earth Wise

The 2022 federal appropriations act, signed into law in March, directed the Office of Science and Technology Policy to develop a cross-agency group to coordinate research on climate interventions, in partnership with NASA, the National Oceanic and Atmospheric Administration, and the Department of Energy.

The group is tasked with creating a research framework to “provide guidance on transparency, engagement, and risk management for publicly funded work on solar geoengineering research.”  The group is supposed to develop a five-year plan that will define research goals for the field, assess the potential hazards of climate interventions, and evaluate the level of federal funding required to carry out the work.

This marks the first federally coordinated effort of this kind and is especially significant because it contributes to the perception that geoengineering is an appropriate and important area of research as the climate continues to warm.

It is an understatement to say that such research is controversial.  Geoengineering has often been a taboo topic among scientists. There are significant questions about potential environmental side effects and concerns that the impact of any such efforts would be felt unevenly in different parts of the world.  There are challenging questions about global governance , including who should be able to make decisions about any potential deployment of climate interventions and what the goals of such interventions should be.

These are momentous issues to grapple with, but as the threat of climate change grows and nations continue to fail to make rapid progress on emissions, researchers, universities, and nations are increasingly motivated to seriously explore the potential effects of geoengineering approaches.  We can’t hide from the fact that these issues are going to be explored.

Reducing Emissions From Cement Manufacturing | Earth Wise

How to reduce the emissions from manufacturing cement

Cement is the basic ingredient of concrete, which is the most widely used construction material in the world.  About 8% of global carbon dioxide emissions are associated with cement production.

More than half of these emissions come from making clinker, which is a major component of cement produced by heating ground limestone and clay to a temperature of over 2500 degrees Fahrenheit.  Some of the emissions come from burning fossil fuels to heat the materials, but much of them come from the chemical reaction that creates the clinker.

The Portland Cement Association, which represents 92% of US cement manufacturing capacity, has recently released its “Roadmap to Carbon Neutrality”, which lays out a plan to reach carbon net zero across the cement and concrete value chain by 2050.

The plan includes the greater use of alternative fuels to reduce emissions from energy use.  It also involves the adoption of newer versions of cement such as Portland limestone cement, which reduces CO2 levels.  The industry has already reduced emissions by some shifting to Portland limestone cement, but it still only represents a small fraction of cement production.

The most significant strategy would be the adoption of carbon capture, utilization, and storage (or CCUS) technologies.  The idea is to capture the CO2 generated in the production of clinker and inject it into the fresh concrete.  It would actually be permanently sequestered in the concrete and would not be released even if a structure is demolished in the future.

It will take a combination of technologies and initiatives for the cement industry to reduce its emissions.  Fortunately, the industry appears to be committed to that goal.

Paving With Plastic | Earth Wise

Using plastic waste as pavement

The country of Ghana has an ambitious plan to recycle and reuse as much plastic waste as it produces each year (which is over a million tons) by 2030.  As part of this plan, they have started to pave roads in Accra, the capital city, with asphalt containing a slurry of used plastics – shredded and melted bags, bottles, and snack wraps.  Only a quarter of Ghana’s roads are currently paved, so waste plastic has many opportunities for use in paving.

Plastic roads first appeared in India two decades ago.  There are now over 60,000 miles of them in that country.  Several countries have only recently built their first plastic roads including South Africa, Vietnam, Mexico, the Philippines, and the United States.

Studies have shown that roads containing waste plastic have the potential to perform as well or better than traditional roads.  They can last longer, can tolerate wide temperature swings better, are stronger and more durable, and are more resistant to water damage, cracking, and potholes.

Ordinarily, asphalt for roads consists of 90 to 95% aggregate – typically some mixture of gravel, sand, and limestone – and 5 to 10% bitumen, which is a black gooey substance extracted from crude oil that binds the aggregate together.  Plastic-enhanced roads replace varying amounts of the bitumen (often as little as 4-10%, but sometimes much more), with plastic that is actually a stronger binding agent.

Plastic roads reduce the amount of bitumen in roads, thereby reducing carbon emissions.  The plastics are not heated enough to release gases and the roads do not appear to shed microplastics.  Plastic roads will not solve the world’s plastic waste problem, but they can help by diverting lots of plastic from landfills.

Benefits Of A Zero-Emissions Boston | Earth Wise

Many countries, states, and cities around the world have set goals to become carbon neutral, typically by the year 2050.  These goals are based on the desire to mitigate the effects of climate change that are steadily increasing as a result of the buildup of carbon dioxide in the atmosphere.  But reducing emissions is not just a way to combat climate change, it can also be a major contributor to improved public health.

The City of Boston has set a goal to become carbon neutral by 2050.  A new study by the School of Public Health at Boston University published in the journal Environmental Research Letters looked at the consequences of eliminating fossil fuel emissions in the greater Boston area.

According to their modeling, eliminating emissions would save 288 lives a year by reducing fatal and non-fatal cardiovascular and respiratory illnesses.   The resulting decrease in medical costs and lost and reduced work could save $1.7 billion a year in Suffolk County and $2.4 billion a year for the entire 75-square-mile zone modeled in the study.

The study looked at the amounts of two air pollutants known to harm human health:  PM2.5 (particulates with a diameter of less than 2.5 microns) and ozone.  They compared the current levels of these pollutants to what would be present when contributions from motor vehicles, generators, rail, industry, oil- and gas-burning, shipping and boating, and residential wood fires were eliminated.

The study focused on the City of Boston’s climate action plan, but actions taken by Boston will not take place in a vacuum.  Many cities across the region are taking similar actions.  The overall results will come from the collective actions across New England.

The New York Climate Plan

New York lawmakers have passed a sweeping climate plan that requires the state to eliminate almost all of its greenhouse gas emissions by 2050.  The plan calls for the phase-out of gasoline cars and oil- and gas-burning furnaces and requires all of the state’s electricity to come from carbon-free sources.

The Climate Leadership and Community Protection Act requires the state to slash its carbon emissions to 85% below 1990 levels by 2050 and to offset the remaining 15% by other means such as removing carbon dioxide from the atmosphere.  The bill requires New York to get 70% of its electricity from renewable sources by 2030.

The challenges of reaching the program’s goals are daunting.   New York has so far only reduced its emissions by 8% since 1990.  The state currently does get 60% of its electricity from carbon-free sources – mostly hydroelectric dams and nuclear power plants – but it will require offshore windfarms, ramped-up solar installations, and battery storage systems to push the numbers dramatically higher.

Transportation, which is responsible for a third of New York’s emissions, will be particularly tough to tackle.  The Trump administration is rolling back federal vehicle efficiency rules and is trying to prevent states from setting stricter standards.  Currently, electric car ownership is primarily attractive for single-family homeowners who can plug in their cars at home.  Far more pervasive charging stations – for example, all over the streets of New York City – would be needed to make electric cars practical for everyone.

The plan aims for industries to bear most of the financial burden, but supporters say that the costs of not acting on climate will be vastly greater for businesses.  The plan’s deadlines for major emissions reductions are a decade away but there will be much to do quite soon.

Cloudbursts And New York City

Cloudbursts are intense rainstorms that drop enormous amounts of water over a short period of time.  Climate change is expected to make cloudbursts occur more frequently.  Cities around the world are looking for better ways to cope with weather phenomena like cloudbursts.

New Energy Goals For New York

Since 2015, New York has had in place an energy plan aimed at building a clean, resilient and cost-effective energy system for the state.  A key part of that plan is to reduce greenhouse gas emissions by 40% from 1990 levels by the year 2030.  Another major goal is to have 50% of the state’s electricity produced from renewable sources by the same year.

Can The Great Barrier Reef Be Saved?

There have been many stories in the media about the ongoing environmental crisis at Australia’s Great Barrier Reef.  Over the past two years, the reef has lost almost half of its coral because of bleaching events.   Faced with this situation, the Australian government created the Reef 2050 Plan, a strategy to protect and maintain the reef through the year 2050.

2016 Carbon Progress Report

Last year was a big year for progress in the U.S. power sector.  Renewable energy provided nearly 17% of the country’s electricity, up from 13.7% in 2015.  The first offshore wind farm in the U.S. opened off the coast of Rhode Island.  And most significantly, carbon emissions from the power sector continued to decline and reached the lowest levels in nearly 25 years.
