Lack of charging options for people who rent hinder wider electric vehicle adoption

The transition to electric cars is underway.  People are increasingly buying them, carmakers are switching over to making them, and governments are providing incentives as well as legislating the changeover.  More and more consumers want to lower their carbon footprints and stop burning fossil fuels.  But one very large group of consumers faces an uphill battle in switching to electric cars:  people who rent their dwellings.

About one third of our country lives in rented apartments or houses.  These nearly 110 million Americans are more likely to be in the bottom half of income and net worth and are more likely to be people of color.  These people are less likely to have the spare cash to make upgrades to their property such as car chargers and may not be able to get permission from their landlords to do it anyway.

Renters face what is known as the “split-incentive problem” or the “landlord-tenant problem.”  Three-quarters of tenants in the US pay their own utility bills, so they have a strong incentive to conserve electricity, water, and gas.  Their landlords, on the other hand, have little incentive to upgrade appliances and systems to be more environmentally responsible.  Studies have shown that on average renters use 3% more energy than homeowners for this reason.

There are some landlords who are being proactive and installing facilities for charging cars on their properties.   This will undoubtedly become an increasingly sought-after feature for renters.  But in the meantime, millions of them have a more difficult time driving electric cars.  They can charge at public chargers or perhaps at work.  But at the moment, homeowners are three times more likely than renters to own an electric car.

Using transmission lines to build wildlife habitat connectivity

Electrical transmission lines and their support towers tend to be a blight on the landscape but are something modern society cannot avoid.  Power transmission networks – with towers every 200 meters or so of line – are in place throughout the world’s developed nations.  Another common feature of developed nations is the fragmentation of animal species caused by human activity breaking up their natural habitats.

It is important for biodiversity conservation for animals to get their environments connected.   It turns out that transmission line infrastructure can provide an important tool for reconnecting wildlife habitats.

In a study conducted in Spain’s Andalusia region, scientists planted native shrubs and seedlings under six towers along power lines running through cereal cropland.  The area of each tower base was 100 square meters.

Compared to four control sites, the researchers measured increased population density and diversity among arthropods and small mammals observed in the four-year study. 

Enhancing connectivity through networks of habitat corridors or stepping-stone patches has become a key concept in conservation biology and landscape ecology.  Renting or buying large parcels of land to connect protected natural areas to one another would be cost prohibitive but planting suitable native shrubs and other flora under existing transmission line networks can provide many of the same benefits.

In general, power companies pay rent to landowners – often farmers or agribusinesses – for the rights to place towers on their land.  Because it is difficult to work the areas under towers with farm equipment, that space is typically unused, which opens the door to low-cost efforts by environmentalists.

Sunlight As A Cash Crop

It isn’t so easy to be a farmer these days.  Farming has always involved long hours, hard work and the uncertainties of weather and yield.  The 21st Century has added new and unique challenges such as increasingly unpredictable weather, insect infestation and disease, and low commodity prices.  Add in sudden tariffs and farmers struggle even more to make ends meet.  The default rate for farmers’ loans is the the highest in at least nine years.

One thing that remains reliable for farmers is the sun.  It rises in the morning and goes down at night.  The sun can be trusted, unlike politicians, rain, or commodity prices.  These days, many farmers are taking advantage of the dependability of the sun to make money from a new cash crop: solar energy.

The trend is spreading.  North Carolina has been a leading solar energy state for several years and a 2017 report found that solar energy generates 30% of the income of many farms.  Typical annual rent payments for farmland by solar companies range from $500 to $1,400 per acre in North Carolina.

A growing list of states have clean energy mandates targeting 100% use of renewable energy.   These mandates provide incentives for farmers that make installing solar a financially smart decision and falling prices for solar installations make it an even better deal.

Solar works well when co-located on a farm and can be built in ways that minimizes impact.  It is quiet, uses almost no water, doesn’t pollute, and if it is decommissioned, the land can go back to its previous use.  If the solar facilities are raised up, the same land can be used to graze livestock or grow shade-tolerant crops.

Solar Equity for Low-Income Communities

A couple of years ago, the number of American roofs covered with solar panels passed the one million mark and the numbers keep growing.  But nearly half of U.S. households – accounting for more than 154 million people – aren’t able to host their own solar arrays because they lack suitable rooftop space, or they rent their homes.  But millions more simply can’t afford to spend tens of thousands of dollars to buy or lease solar panels.

In recent years, community solar has become popular.  These are projects where multiple participants own or lease shares in a mid-sized solar facility and receive credits that lower their monthly utility bills.  Community solar in the U.S. has more than quadrupled just since 2016.

However, the majority of community solar subscribers to date have been businesses, universities, government agencies, and higher-earning households.  These users can generally pay steep project enrollment fees or meet various financial requirements.  Meanwhile, those who could benefit most from access to renewable energy and lower utility bills – low-income residents – have largely been left out.

Low-income households on average spend over 8% of their income on utility bills, about three times more than moderate- to high-income households.  So, reducing electricity bills with community solar power is a big deal for them.

Given this situation, there are now a growing number of programs that make use of community solar to reduce living expenses for low-income households.  In a dozen states, new programs include a variety of mandates, financial incentives, and pilot programs targeting benefits for people with low incomes.  These programs will allow them to participate in both the environmental and economic benefits of renewable energy.
