The Environmental Protection Agency has embraced a new program that will substantially reduce air pollution and acid rain in the Northeast.
First proposed last summer, the Cross-State Air Pollution Rule would require power plants to reduce sulfur oxide emissions by 70% and nitrogen oxide emissions by over 50%, when compared to 2005 levels. If it overcomes legal challenges, it would be a boon for both the environment and human health.
Sulfur and nitrogen oxides are one of the main ingredients of acid rain. Reductions will allow faster recovery of acidified lakes, streams, and soils.
These would be the largest cuts in emissions since the Clean Air Act Amendments of 1990, which helped us turn the corner on acid rain but did not solve the problem.
U.S. Geological Survey scientist Doug Burns says it will take time for the new standards to have an impact on soil and water acidity…
“What we’ve seen is that the soils and the waters have not improved as much as the rain fall for a variety of different reasons,” said Burns. “Mainly because acid rain has been falling on these systems for decades and so they take some time to recover. They’ve been altered by the acid rain and so it’s going to take a sustained period of less acidic conditions before we’re going to get a recovery.”
Sulfur and nitrogen oxides are also detrimental to human health. They form tiny airborne particles and ozone gas, both of which damage our lungs. The EPA estimates that the Cross-State Air Pollution Rule will help prevent 13,000 premature deaths due to air pollution and 400,000 asthma cases each year.

The rules were supposed to go into affect on New Year’s Day. But the courts put a halt on them. Opponents argue they didn’t have enough time to comply with the new rules. There will be several more court dates before we know the fate of CSAP.
